Section 20
(1)
The Council shall direct the Registrar not to enter in the register the name of any applicant who –
(a)
has been convicted of any offence involving fraud, dishonesty or moral turpitude or of any offence punishable with imprisonment for a term of not less than 2
years; or
(b)
after due inquiry by the Council, has been found by the Council to have been guilty of infamous conduct in any professional respect or otherwise not of good character and reputation.

No direction shall be given under subsection (1) unless the Council has given the applicant an opportunity of being heard either personally or by counsel.
(3)
A direction under subsection (1) shall not take effect until the expiration of one month from the date on which the direction has been communicated to the applicant in writing or, where an appeal against the direction has been made to the Minister under section 35, until the appeal has been determined or withdrawn.
