The sender of a postal article addressed to a place in Brunei

Darussalam may, subject to the other provisions of this Act, send the article from a place in Brunei Darussalam by the recorded delivery service and require a receipt therefor and the Minister may, by notification published in the Gazette, direct that, in addition to any postage chargeable under this Act, such fees as are fixed by the notification shall be paid on account of or in connection with the recorded delivery of postal articles.
