Power to require insurance of postal articles

Section 38
(1)
The Minister may, with the approval of His Majesty the Sultan and Yang Di-Pertuan, by notification published in the Gazette, declare in what cases insurance of a postal article shall be required, and may direct that any postal article required to be insured which has been posted without being insured, shall be returned to the sender or delivered to the addressee, subject to the payment of such special fee as may be fixed by the notification.
(2)
The levy of such special fee as mentioned in subsection (1) shall not impose any liability on the Government in respect of the postal articles.
