Power to make rules as to registration
(1)
The Minister may, with the approval of His Majesty the Sultan and Yang Di-Pertuan, make rules as to the registration of postal articles.
(2)
In particular and without prejudice to the generality of subsection
(1)
, such rules may —
(a)
declare what classes of postal articles may be registered;
(b)
declare in what cases registration shall be required;
(c)
prescribe the manner in which the fees for, or in connection with, registration shall be paid; and

(d)
direct what fines, if any, shall be charged in addition to the registration fee on the delivery of a postal article required to be registered on which the postage and registration fee has not been fully prepaid.
(3)
Postal articles made over to the Department for the purpose of being registered shall be delivered when registered at such times and in such manner as the Postmaster General may order.
