Section 18
Whenever the Commissioner, after inquiry, has reason to believe that a breach of any of the provisions of this Act is about to be or has been committed by any person, the Commissioner may direct that such person be photo-graphed and his or her finger impressions taken at such time and place and in such manner as the Commissioner may think fit, and the person so directed shall submit to be photographed and to have his or her finger in1pressions taken at such time and place and in such manner as the
Commissioner thinks fit, and in default of so doing shall be liable to a fine of $1,200 and to imprisonment for 6 months.
