Section 21
(1)
All processes, notices and other documents issued under this Act shall be deen1ed to have been validly and effectually served if served on the person intended to be served or if he cannot be found, if, in the presence of 2
witnesses, affixed to some conspicuous part of his habitual place of residence by any person authoriseq in that behalf by the Commissioner.
(2)
The Commissioner and any officer of his depart-ment and all police officers may arrest without warrant and take before a magistrate any person found committing any offence punishable under this Act.
