Section 15
The Commissioner may, by warrant under his hand, order the detention in a place of safety any woman or girl
(a)
whose detention in a place of safety is re-quested in writing by her lawful guardian;
(b)
whom the Commissioner considers to need protection and whose lawful guardian cannot be found;
(c)
whom the Commissioner believes to have been ill-treated and to need protection; or
(d)
whom the Commissioner considers to be in moral danger.
