Registration of motor vehicles and trailers
(1)
Save as hereinafter provided, no person shall use or, being the owner, shall permit any other person to use a motor vehicle or trailer on a road unless such vehicle is registered under this Act and has affixed thereto in the prescribed manner the prescribed identification mark. Any person who contravenes this section is guilty of an offence and liable on conviction to a fine of $2,000 and imprisonment for 3 months:
Provided that no person shall be liable to a penalty for a breach of this section if he proves that he has taken all reasonable steps to comply with its requirements.
(2)
A registration book containing such particulars as are prescribed shall be supplied by the licensing officer to the owner of every vehicle so registered.
(3)
If a vehicle does not bear on it an identification mark as provided by this section, this fact shall be regarded as prima facie evidence that the vehicle has not been registered, and any police officer in uniform may thereupon detain such vehicle until he has reason to believe that such vehicle has been registered under this section.
