Section 4

The Director shall keep registers of motor vehicles and trailers in such form as may be prescribed and separate registers shall be kept by the licensing officer in any locality as directed by the Director.

Every licensing officer shall forward to the Director a copy of every entry made in his local register.

Any licensing officer shall, upon application being made to him by any other licensing officer, supply a copy of the entries in his register relating to any specified vehicle.

Every licensing officer shall also upon application and upon payment of a prescribed fee supply to any person a copy of the entries relating to any specified vehicle.
