Section 5
Subject to Article VIII of the Convention, the Director may exempt or grant dispensation to -

(aJ a seafarer from such requirements as he may consider necessary, if the application of full requirements of the provisions of the Convention are unreasonable or impracticable and such exemption shall be by order in writing; and

{b}
a person or ship, or description of persons or ships, from all or any of the provisions of these Regulations subject to such conditions as he may impose.
