These Regulations, unless expressly provided otherwise, shall apply to -

(aJ any seafarer serving on board Brunei Darussalam ships, except those specified in regulation 4;
{b) a candidate who is a citizen of Brunei Darussalam;
{c)
any other candidate, who is not a citizen of Brunei Darussalam but has been permitted by the Director to be examined, assessed and certified under these Regulations;
(dJ shipping companies;
(eJ approved maritime training institutes; and
(f)
assessors engaged in the assessment of candidates.
