Section 24

When the amount awarded does not exceed the sum awarded by the Land Officer the costs of all proceed-ings under this part shall be paid by the applicant.

When the amount awarded exceeds the sum awarded by the Land Officer the costs shall ordinarily be paid by the Land Officer but if the Court is of opinion that the claim of the applicant was so excessive or that he was so negligent in putting his case before the Land Officer that some deduction from his costs should be made or that he should pay a part of the Land Officer's costs the Court may at its discretion make such order as to costs as it may think fit.

If the claim of the applicant exceeds by 20 per centum or more the amount awarded he shall not be entitled to his costs.

( 4) The fee payable under section 13 (1) shall be re-funded if the Cqurt awards a sum exceeding the sum awarded by the Land Officer.

( 5) Every award shall state the amount of costs in-curred in the proceedings under this Part and by what per-sons and in what proportions they are to be paid.
