Section 132
(1)
In any proceedings under this Part, the Commissioner may, if he thinks fit, submit any question of law for the decision of the High Court and if he does so, he shall decide the proceedings in conformity with such decision.
(2)
An appeal by any person aggrieved shall lie to the
Court of Appeal from any decision of the High Court under subsection (1).
