Section 29
(1)
The Minister may establish a Council on technical and vocational education.
(2)
The Council established under subsection (1) shall be responsible for promoting and regulating technical and vocational education.
(3)
The Council shall have the power to do all things expedient or reasonably necessary for or incidental to the carrying out of its functions.
(4)
The Council shall be responsible to the Minister and the Minister may give the Council directions of a general character, not inconsistent with

the provisions of this Act, and the Council shall give effect to such directions.
(5)
The Minister may, with the approval of His Majesty the Sultan and Yang Di-Pertuan, make regulations for giving effect to and carrying out the provision of this section and without prejudice to the generality of such power, may by the regulations provide for —
(a)
the constitution of the Council;
(b)
the conditions of office of the members;
(c)
the meetings of the Council;
(d)
the appointment of committees and sub-committees of the
Council;
(e)
the functions and powers of the Council; and
(f)
such other matters as the Minister considers necessary for the proper functioning of the Council.
(6)
Subject to this Act and any regulations made thereunder, the
Council may regulate its own proceedings.
