Where evidence is received in the absence of the appellant under section 124(f), the Committee of Enquiry shall communicate to the appellant the substance of the evidence so far as it may be compatible with public interest to do so and shall in every such case include in the report to the

Minister a statement of the circumstances in which the evidence was received.
