Section 123
(1)
On an appeal being made to the Minister under this Act from a decision of the Registrar General, the Minister shall either —
(a)
allow the appeal; or
(b)
establish a Committee of Enquiry consisting of such persons as he shall consider suitable (including one legally-qualified person

recommended by the Attorney General) to investigate the facts and to submit a report to the Minister thereon.
(2)
Upon due consideration of the report submitted by the
Committee of Enquiry under subsection (1), the Minister shall allow or disallow the appeal or make such other order thereon as he thinks appropriate.
(3)
The decision of the Minister on any appeal shall be final.
