perform the functions conferred on him by this Act;

including, but not limited to, those with respect to ensuring the observance of this order and the safety of air navigation, the registration of aircraft, the licensing of air transport, the provision of air navigation services, the operation of aerodromes, the safety of air traffic and aircraft including airworthiness, the control of air traffic, the certification of operators of aircraft and the licensing of air crew, maintenance and air traffic personnel and aerodromes;

provide advice to the Minister on all matters affecting civil aviation and assistance and information on matters relating to the safe and proper functioning of civil aviation in and relating to

Brunei Darussalam;

perform such other functions as may be conferred on him by this Act, and in the performance of his functions, the Director shall consider all relevant factors, including environmental factors and the disturbance of the public from any cause attributable to the use of aircraft in civil aviation.
