The Panel of Reviews and Discharges shall consist of the Superintendent or his representative, the Warden and the member of the staff in charge of the resident concerned.

The Panel shall meet at least three times a year.
(3)
The Warden shall prepare a progress report on each resident at least once every 3 months for review by the Panel.
(4)
At each review the Panel shall consider the date on which the resident will be fit to be discharged, and the recommendations of the Panel with regard to the discharge of the resident shall be forwarded to the Director for his approval.
The Director shall consult the Panel prior to giving his approval under this sub-regulation.
(5)
In the case where a resident is to be discharged into the care of a foster family, the Community Development Officer concerned shall conduct a study on the suitability of the family and the home concerned with a view to receiving the resident.
(6)
The Panel shall maintain a review and discharge register showing the date and result of its review of each case and the reasons for its decision.
