Section 25
In perfonning his functions under this Act, the Minister shall have regardto-

(a)
the social and economic characteristics within Brunei
Darussalam;
(b)
the number of existing broadcasting services and the demand for new broadcasting services;
(c)
developments in technology;
(d)
technical restraints relating to the transmission, delivery or reception of broadcasting services;
(e)
the demand for electromagnetic, and particularly radio frequency, spectrum for services other than broadcasting services; and
(f)
such other matters as he considers appropriate.
