Section 11
The Registrar shall, by the 1st day of March in every year, compile —
(a)
a summary of the births and deaths of the past year according to such forms as may from time to time be approved by the Minister;
and
(b)
a general report on the increase or decrease of the population and on any special causes appearing to affect the same, so far as the same may be gathered from the registers of births and of deaths.
Persons on whom rests the duty to report births and deaths.
