Notwithstanding the commission by any person of such an offence as referred to in section 13, a Deputy Registrar may, on payment by such person of the prescribed fee, permit the prescribed information relating to any birth

or death to be recorded in the manner prescribed by section 5 within 42 days after the birth and within 3 days after the death, as the case may be.
