Section 13
(l)
Whoever attempts to commit any offence punishable under this Order or any regulations made thereunder, or abets the commission of such offence, shall be punished with the punishment provided for such offence.
(2)
A person who conspires with another person to commits an offence under this Order or any regulations made thereunder shall be guilty of the 2658
offence of conspiracy to commit that offence and may be punished as if the offence to which the conspiracy relates had been committed.
