Section 19

A licensing officer shall not issue a driving licence to any person unless he is satisfied that the applicant does not suffer from any mental or physical disability such as to warrant the refusal of a driving licence:

Provided that the licensing officer may for such purpose accept a declaration in respect of the above matters made by the applicant or may require the production of a medical certificate of recent date in order to satisfy himself that the person is fit to be the holder of a driving licence:

Provided that if a licence is refused under this section, the applicant may claim to be subjected to a test as to his fitness or ability to drive a motor vehicle of a particular class or description, or a motor vehicle of a particular form of construction and design, and if he passes such test and is not otherwise disqualified, the licence shall not be refused by reason of the provisions of this section:

Provided further that, except insofar as may be prescribed, this section does not apply to an applicant for a licence to drive any class of public service vehicle who is the holder of a prescribed medical certificate.
