Save as provided in section 18, no person shall drive a motor vehicle on a road unless he is the holder of a driving licence authorising him to drive a vehicle of that class or description, and no person shall permit or employ any person to drive a motor vehicle on a road unless the person so employed is the holder of such a driving licence, and if any person contravenes this provision he is guilty of an offence and liable on conviction to a fine of $2,000 and, in the case of a second or subsequent conviction, to a fine of $4,000 and imprisonment for 6 months.
