If the outgoing officer is unable to hand over personally, his suc-cessor shall apply to the Head of Department for the appointment of a

Board consisting of one or more officers for the purpose of checking and handing over the stores. The incoming officer shall be present during the proceedings of the Board. The relevant certificate, together with the schedule of discrepancies shall be signed by the Board and the incoming officer.
