Section 97
When the person in charge of a diseased person, or the owner or person in charge of a diseased animal, is charged with an offence against this Act relative to such disease, he shall be presumed to have known of the existence of such disease in such person or animal, unless and until he show to the satisfaction of the Court of a Magistrate before which he is charged that he had no such knowledge and could not with reasonable diligence have obtained such knowledge.
