(2)
Any person convicted of any offence against this
Act who is within a period of 12 calendar months convicted for a second or subsequent like offence against this Act shall be liable in the Court of a Magistrate to imprisonment for 2 months and to a fine of $1,000.

(3)
Nothing in this section shall affect the liability of any person to any punishment or penalty to which he is liable at common law or under any enactment other than this Act, but so that a person shall not be punished twice for the same offence.
