If at the expiration of such time the child has not been so vaccinated or is not shown to be then unfit to be vaccinated, the person so ordered, unless he can show some reasonable ground for his omission to carry the order into effect, shall be guilty of an offence: Penalty, a fine of $100, and for every day he has omitted to carry the order into effect a fine of
$10.
