Power to make rules as to cash-on-delivery postal articles
(1)
The Minister may, with the approval of His Majesty the Sultan and Yang Di-Pertuan, make rules as to the transmission by post of cash-on-delivery postal articles.
(2)
In particular and without prejudice to the generality of subsection
(1)
, such rules may —
(a)
declare what classes of postal articles may be sent as cash-on-delivery postal articles;
(b)
limit the value to be recovered on the delivery of any cash-on-delivery postal article; and
(c)
prescribe the form of declaration, if any, to be made by senders of cash-on-delivery postal articles and the time and manner of the payment of fees.
(3)
Postal articles made over to the Department for the purpose of being sent as “cash-on-delivery” shall be delivered at such times and in such manner as the Postmaster General may order.
