Section 23

The Minister may, with the approval of His Majesty the Sultan and

Yang Di-Pertuan, make such rules as the Minister shall think fit for preventing the sending and delivery of articles prohibited by section 21 or 22

and for detaining, disposing of or destroying any such postal article sent or tendered for transmission by post.
