Power to make rules as to payment of postage and fees in certain cases
The Minister may, with the approval of His Majesty the Sultan and
Yang Di-Pertuan, make such rules as may be necessary for carrying out this
Part and, without prejudice to the generality of that power, may make rules for —
(a)
the prepayment of postage on postal articles or any class of postal articles and for the manner in which payment is to be made;
(b)
the franking of official postal articles;
(c)
fines to be charged on postal articles when the postage is not prepaid or is insufficiently prepaid;
(d)
the redirection of postal articles and the transmission by post of articles so redirected, either free of charge or subject to such further charge as may be specified in the rules;
(e)
the fees to be charged for private boxes and locked bags.
