Section 13
Recovery of postage and other fees or sums due in respect of postal articles
(1)
If any person refuses to pay any postage or other fee or sum due from him in respect of any postal article, the Postmaster General or any officer in charge of a post office may withhold from the person so refusing any postal article addressed to that person, not being on Government service, until such postage or other fee or sum due has been paid or recovered.
(2)
The fee or sum so due may be recovered from such person for the use of the Department on the application of any officer of the Department, authorised in that behalf by the written order of the Postmaster General, as if it were a fine imposed under this Act by a Court of a Magistrate.
