Section 19
Any person who —
of Motor Vehicles Insurance (Third Party Risks) Act
(a)
for the purpose of obtaining the issue of a certificate of insurance or of a certificate of security, makes any statement which is false or misleading or withholds any material information unless he establishes to the satisfaction of the court that he acted without any intent to deceive;
(b)
forges, alters, defaces or mutilates any certificate of insurance or certificate of security;

(c)
lends to or allows to be used by another person any certificate of insurance or certificate of security which such person is not entitled to use;
(d)
makes or has in his possession any certificate of insurance or certificate of security which is calculated to deceive unless he establishes to the satisfaction of the court that he acted without intent to deceive; or
(e)
issues a certificate of insurance or certificate of security which is to his knowledge false in any material particular, is guilty of an offence and liable on conviction to a fine of $8,000 and imprisonment for 3 years.
