Section 17

If any sum is deposited by any person under section 3 or as a condition of approval by the Authority under section 4 or 5, no part of such sum shall, so long as any liabilities being such liabilities as are required to be covered by a policy of insurance under this Act which have been incurred by him have not been discharged or otherwise provided for, be applicable in discharge of any other liabilities incurred by him.
