Section 22
(1)
If the holder of a certificate under these Regulations is suffering from a disease or disability which makes him incapable of discharging his ordinary seagoing duties adequately, the Director may cancel or suspend any certificate issued by him.
(2)
The Director shall not cancel or suspend any certificate until the holder of the certificate has been notified in writing to appear before the Director to show cause why his certificate should not be cancelled or suspended.
(3)
Where the holder of the certificate appears to show cause under sub-regulation (2), his certificate is to be suspended until the decision of the Director is made known to him.
(4)
If the holder of a certificate fails to appear before the Director as provided in sub-regulation (2), the Director shall forthwith cancel his certificate.
