Any person who -

Section 12
(a)
makes, assists in making or procures to be made any false representation for the purpose of procuring, either for himself or for any other persons, a cer-tificate of competency ;
(b)
fraudulently uses a certificate or copy of a certificate of competency which has been forged, altered, cancelled or suspended, or to which he is not entitl-ed; or
(c)
fraudulently lends his certificate of competency, or allows it to be used by any other person, shall be guilty of an offence : Penalty, an imprisonment for a term which may extend to two years or to a fine not exceeding $2,000.
