Section 10
(a)
on signing the agreement with the crew before the
Director, shall produce to him the certificates of com-petency which the officers of the ship are by these
Regulations required to hold ; and 182
(b)
in the case of a running agreement, shall also, before the second and every subsequent voyage, produce to the Director the certificate of competency of any of-ficer then first engaged by him who is required by these Regulations to hold a certificate.
(2)
In case the master of any ship fails to comply with the re-quirements of this Regulation, the ship may be detained until the cer-tificates are produced.
