On payment of the prescribed fee, the Senior Marriage Registrar on receiving the notice under section 15 and the declaration under section 18(1)(a), may by special licence under his hand himself solemnise or may authorise a minister of religion or any Marriage Registrar to solemnise a

marriage, notwithstanding that the notice has not been exhibited as required by section 16.
