Section 18
(1)
No Marriage Registrar shall solemnise any marriage until —
(a)
one of the parties has made a solemn declaration before him in the form prescribed by section 11(1); and
(b)
until he is satisfied that the provisions of section 16 have been complied with.
(2)
The Marriage Registrar solemnising a marriage may accept the certificate of another Marriage Registrar that the provisions of section 16(2)
have been complied with. Such certificate shall be in the form prescribed in the Third Schedule or to the like effect.
