Section 16
(1)
Nothing in this Act shall be construed to confer power on the
Attorney General to alter the substance of any written law.
(2)
In any case where it appears necessary to the Attorney General to alter the substance of any written law, the Attorney General may draft a Bill for the purpose.
Revised laws not to operate as new laws.
