Section 7
(1)
Whenever the Commissioner has reasonable grounds for suspicion that any offence under this Act or any rule made thereunder has been committed or wishes to inquire into any matter concerning disputes as to wages, wrongful termination of agreement or contract, misconduct, food, medical attendance, death, mining usage and mining complaint, Government inspection, sanitation or any other matter relating to employer and worker dealt with under the provisions of this Act or any rule made thereunder, the
Commissioner may summon any person who he has reason to believe can give information respecting the subject-matter of the enquiry, and the person so summoned shall be legally bound to attend at the time and place specified in the summons and to answer truthfully all questions which the
Commissioner may put to him.
(2)
If the Commissioner is of the opinion that an offence has been committed or that any complaint is well founded he may institute such proceedings criminal or civil for and in the name of the worker as he shall deem necessary in the circumstances.
