Section 123
(1)
Subject to any special provisions to the contrary contained in the
Act, all convictions and penalties for offences under this Act may be had and recovered before a Court of a Magistrate on complaint by any person aggrieved or by the Commissioner or any person authorised by him in that behalf.
(2)
Any such Court may, notwithstanding anything contained in any written law to the contrary, impose the full punishment prescribed by this
Act.
