Section 4
The Board shall consist of -
{a} the Ra'es as Chairman;
{b} the Chairman of the Public Service Commission or his representative;

(cJ the Director-General of Public Service or his representative; and
(dJ one member of the Council other than the Director-General of
Public Service or his representative, who shall hold office for such period as the Council may determine.
(2)
The Registrar or his representative shall be the Secretary to the Board.
(3)
The Chairman may appoint any member of the Board to deputise for him as Chairman at any meeting of the Board.
Attendance at meetings by invitation.
