KOLEJ UNIVERSITI PERGURUAN UGAMA SERI BEGAWAN
(ESTABLISHMENT BOARD) STATUTE, 2011
Opening note
This Statute may be cited as the Kolej U niversiti Perguruan U gama Seri
Begawan (Establishment Board) Statute, 2011.
Interpretation.
In this Statute, unless the context otherwise requires -
"Constitution" means the Constitution of the Kolej Universiti set out in the
Schedule of the Order;
"Council" means the Council of the Kolej Universiti constituted in accordance with section 15(1) of the Constitution;
"Kolej Universiti" means Kolej Universiti Perguruan Ugama Seri Begawan established by section 3 of the Order;
"Order" means the Kolej Universiti Perguruan Ugama Seri Begawan Order,
2008 (S 84/08).
Establishment Board.
There shall be an Establishment Board (hereinafter referred to as "the
Board"! constituted as an authority of the Kolej Universiti under section 14(1) of the Constitution.
Membership of Board.
! 1)
The Board shall consist of -
{a} the Ra'es as Chairman;
{b} the Chairman of the Public Service Commission or his representative;

(cJ the Director-General of Public Service or his representative; and
(dJ one member of the Council other than the Director-General of
Public Service or his representative, who shall hold office for such period as the Council may determine.
The Chairman may appoint any member of the Board to deputise for him as Chairman at any meeting of the Board.
Attendance at meetings by invitation.
The Chairman may invite any person to attend a meeting of the Board provided that such person shall have no voting right.
Powers of Board.
The Board shall be responsible for making recommendations to the Council on all establishment matters concerning Kolej Universiti staff, including the following matters ..._
(aJ confirmation of staff in their posts on the permanent establishment;
(bJ placement of staff on the pensionable establishment in respect of staff who were appointed to posts on the permanent establishment prior to 1st. January, 1993;
(cJ promotion withJn a scheme of service;
(dJ review for adjustment of salaries;
(eJ crossing of efficiency bars in salary scales;
(fJ renewal and termination of service contracts; and
(gJ implementation of staff merit schemes as may be approved from time to time by the CounciL
Quorum.
members of the Board shall constitute a quorum for any meeting of the
Board.
Minutes of meetings.
The minutes of meetings of the Board shall be submitted to the CounciL
