Section 3
(1)
Without limiting the provisions of section 37, the Authority shall have all the functions and powers conferred, and the duties imposed, on the Authority by this Order.
(2)
The Authority may authorise any officer of the Authority to perform any of his functions, exercise any of his powers, or discharge any of his duties under this Order.
