Section 21
(1)
No person shall sell by retail or offer for sale by retail any intoxicating liquors whether for consumption on the premises or off the premises of the vendor except under and in accordance with a licence issued under this Act and in a place in such licence specified.
(2)
The delivery of any intoxicating liquor in less quantities than 6 gallons if not sold in bottles, or the reputed equivalent thereof if sold in bottles, shall be taken in any proceeding under this Act to be prima facie evidence of sale by retail and that money or other consideration was given for the same.
