Section 19

to prescribe the form in which applications for a licence for a warehouse for the storage of dutiable goods or for the opening of a licensed warehouse for the deposit of dutiable goods there-in, or for permission to remove from a licensed warehouse shall be made;

to prescribe the form in which licences for warehouses for the storage of dutiable, goods or permits to remove dutiable goods from a licensed warehouse shall be issued;

to prescribe the books and registers to be kept, and the returns to be submitted by the licen-see of any warehouse;

to regulate the days and hours during which any licensed warehouse may or may not be opened for the deposit or removal of dutiable goods.
