(1)
It shall be lawful for His Majesty to establish a
Licensing Board or Licensing Boards for such areas as he may deem fit.

(2)
Each Board shall consist of a Chairman and a
Vice-Chairman and not less than 2 or more than 5 other members, all of whom shall be appointed by His Majesty.
(3)
No licence for the retail sale of any intoxicating liquor shall be issued or transferred except with the approv-al of such Board.
