Section 139

No court fees shall be chargeable in the first instance on any proceedings commenced by an employee or by the Commissioner on his behalf, against his employer under this Act but, in case of a conviction or judgment against the employer, the court fees and the general costs of the proceedings shall be paid by the employer.
