Section 3

His Majesty the Sultan and Yang Di-Pertuan may, by order, exempt any school or class or category of schools from all or any of the provisions of this Part, either absolutely or subject to such conditions as he may think fit to impose, and may, at any time, at his discretion, revoke any such exemption or cancel, alter or add to any such conditions.

All schools to be registered.
